Job Description

The key responsibilities of the Regulatory Compliance Senior Advisor & Specialist include:

Manages and ensures all US Onshore asset areas have compliant DOT programs, processes, records, documentation in accordance with Federal / State DOT regulations

Considered SME for all Federal /State DOT pipeline safety matters, including construction, operations and maintenance

Develop, maintain, and implement the required DOT written programs across US Onshore asset areas including Operations & Maintenance Manual, Public Awareness Program, Operator Qualification Program, Damage Prevention Program, Integrity Management Program, and Control Room Management Program

Work with Operations Personnel to implement and manage detailed, technical, proactive systems to ensure compliance with Federal /State DOT regulations and Company requirements

Perform analysis on pipeline assets to determine jurisdictional status and assign/communicate applicable operations and maintenance activities

Act as Equinor lead technical representative in discussions with regulatory agencies on pipeline engineering, design, and compliance issues related to DOT requirements.

Ensure US Onshore Operations are aware of DOT 191, 192, 195, & 199 requirements and alert the Business areas where requirements need to be addressed and/or have not been addressed

Provide technical guidance to construction and operations personnel regarding design and operational parameters

Perform Internal DOT Gap Assessments and DOT audit management

Provide review of DOT compliance status to US Onshore management for all business areas

Lead, facilitate, monitor and participate as required in all external/internal regulatory inspections of the US Onshore pipeline systems

Review DOT/state reporting requirements and make recommendations on internal/external reporting procedures.

Participate in TR/WR technical review sessions, providing regulatory and pipeline operations/maintenance direction

Provide assurance of DOT Operator Qualifications certification of contractors

Tracks and ensures compliance for critical DOT compliance deadlines

Monitors Federal / State DOT regulations for Notice of Proposed Rulemaking, and communicate changes affected personnel

Provide guidance and monitor progress on compliance directives issued by Federal/State pipeline regulators to insure consistent and timely resolution.

Is accountable for knowledge of, and compliance with, all applicable DOT regulations and Equinor DOT training requirements and policies

Participates in the development, collection, reporting, and analysis of Key Performance Indicators (KPIs) associated with DOT regulations and compliance

Perform gap analysis between corporate governance and relevant DOT regulatory requirements/standards to implement and provide fit for purpose structure, standards, requirements and tools for DOT compliance in US Onshore Operations

Responsible for the annual NPMS (National Pipeline Mapping System) submittals for all operating regions which includes shape files, pipeline attributes and general description of jurisdictional pipeline assets

Keep up to date and inform the Leader SSU, DPUSA SSU RC of any new DOT regulation requirements and work directly with the line organization to effectively implement as appropriate

Responsible for providing ongoing support for the development, deployment and monitoring of DOT work processes for operations and maintenance activities.

Conduct verifications on request from business assets to ensure DOT documentation is prepared and maintained according to regulations and Statoil requirements.

Provide Public Awareness Program guidance & program development

Review Damage Prevention Programs (One Call, etc…) & determine effectiveness

Provide leadership and direction for the DOT Integrity Management Program including technical baseline assessment methods and data analysis of testing results


Bachelor of Science in Engineering or related technical field

15+ years of direct DOT regulatory compliance with Title 49 CFR 191-199 hazardous gas and hazardous liquids

Comprehensive knowledge (SME) and understanding of Federal and State DOT Pipeline and Hazardous Materials regulations, including working knowledge of the PHMSA/DOT referenced standards

Pipeline operations and maintenance experience a plus

Strong leadership and organization, with the ability to direct and achieve priorities, goals, and strategies with limited supervision
