Position Description:
We are looking for experienced FIRST OFFICER for cruise vessel MITSUI OCEAN FUJI ready to join the vessel end of November 2024 -  ( this is ex SEABOURN ODYSSEY )

Contract 4 months +/-1
Salary in USD/per month worked - will be advised upon interview.

 The 1st Officer is a Licensed Watch Keeping Officer. The 1st Officer is on behalf of the Master, is in charge of the navigation during his/her watch. Under the STCW the officer of the watch (OOW) is the master’s representative with the primary responsibility the safety of navigation. The OOW is in charge of the navigational watch, until properly relieved. In all questions related to the vessel’s navigation the 1st Officer is directly subordinate to the Master and for issues pertained to other specific responsibilities is also subordinate to the Staff Captain. The 1st Officer shall always enforce a closed loop communication.

 

  • The 1st Officer as OOW shall ensure that the bridge is operated in accordance with all applicable regulations and company policies, during all prevailing circumstances and conditions.
  • In performing watch-keeping duties, the 1st Officer shall be familiar with the voyage plan and the Captain’s standing and specific orders. The 1st Officer shall ensure that due consideration is given to all safety, security and environmental regulations. Any incidents or significant events must be reported immediately and action should be taken as the situation dictates. Despite that, and based on professional judgment the 1st Officer is to take immediate action when and if necessary.
  • The 1st Officershall ensure that the members of the bridge team are aware of, and properly perform their duties. While in port the 1st Officer shall, from the bridge monitor the gangways, supervise the moorings and be aware of any significant work in progress. The 1st Officer is responsible to ensure that all alarm and safety panels are monitored effectively.  He/she shall be alert for weather changes at sea and in port. He/she shall notify the Master, or in his absence the Staff Captain at once, and take corrective actions as the need arises, especially in situations when the safe mooring or anchoring could be compromised.
  • The 1st Officer shall be familiar with the SQM / NPP and he/she shall ensure that all policies and checks are conducted in accordance with all applicable rules and regulations.
  • The 1st Officer should be familiar and competent with the use of the NAPA system and the computation of the vessel’s stability on normal and damage conditions. He/she is responsible for this system during his/her watch.
  • Requisitions for spare parts must be reviewed with the Safety Officer and submitted to the Staff Captain for approval and they should be based in sound economic evaluations.
  • As Assistant Safety Officer he/she will assist the Safety Officer to carry out his duties and responsibilities as listed under Safety Officer JDS-4.

 

  • As with all ships officers and crew, the 1st Officer should always strive to be the best ambassador of the company in dealing with passengers and outside entities alike.

 

OTHER DUTIES

  • The 1st Officer will be assigned other duties besides the watch keeping duties. Depending on their nature, these duties will be supervised and monitored by the Captain, the Staff Captain or Safety Officer. The 1st Officer will be responsible for the maintenance records, the condition and operational status of any equipment or component associated within his area of responsibility. 1st Officer may be required to do tests and maintain on a daily, weekly and monthly basis a per SOLAS and ISM regulations, emergency equipment onboard.
  • The 1st Officerwill assist the Safety Officer in maintaining records of all conducted trainings and drills as per company required matrix in the ship’s official/flag state log book.

Lifesaving Equipment

  • Ensure that the operational readiness, maintenance and inspections of the lifesaving appliances comply with SOLAS Chapter III Reg. 20.

Safety Training

  • The 1st Officer shall, in conjunction with the Safety Officer, Security Officer and other marine officers, train the crew, both in regular drills and in smaller groups to ensure that the entire crew is familiar with their duties in the Safety Organization. The training shall be organized in a monthly schedule prepared by the Safety Officer and approved by the Staff Captain.

FFE

  • The 1st Officer shall coordinate and conduct inspections and maintenance of the ship's firefighting equipment, including maintaining the inventory, and maintenance records in the maintenance program.  Excluded from his or her responsibilities are the ship's fixed firefighting equipment and sprinkler system, the water mist system and a permanent Halon and CO2 systems. These systems and equipment are under the responsibility of the engine department. Also excluded are all the mobile stations and air filling stations, as they are under the direct responsibility of the Officer Safety.
  • The 1st Officer shall ensure that portable firefighting equipment is ready for immediate use and is properly stowed and marked. 
  • 1st Officer shall supervise the testing of fire screen doors on a weekly basis, ensuring that all fire screen doors are tested for function at least once a month.  He or she shall consult the technical department if any mechanical or technical problems are found, and shall also enter the tests in the maintenance system.  The Staff Captain and Officer Safety shall be informed accordingly.
  • Attends meetings, training activities, courses and all other work-related activities as required.

Watertight doors

  • He / She shall ensure that all watertight doors are operated daily and inspected at least once a week. He shall ensure that a record of all tests, drill and inspections are entered in the logbook with a detailed description of any defects that have been disclosed (Ref SOLAS II-1, Regulation 21). Drills and weekly inspections should also be logged in the maintenance program. Daily operation should be logged in the logbook.

QUALIFICATIONS AND EDUCATION

  • Holds appropriate OOW license and certificates as required by regulations and Flag Endorsements.
  • Hold a GMDSS Certificate.
  • Has full knowledge and understanding of all aspects of the company’ SQM related to his/her position. Have a full knowledge and understanding of his/her emergency duties and the Safety Organization according to the Emergency Plan and Station Bill, the content and use of the NPP Manual, the STCW Convention and the Bridge Procedures Guide, latest Edition. (Int’l Chamber of Shipping).
  • Fluent in English (written and verbal).  Good communication skills
  • Previous experience as a Watch Officer

Internal Candidate Requirements:

In addition to the stated hiring requirements, internal candidates are required to fulfill the following:

  • Completion of one contract with a performance rating of satisfactory or above.

 

LANGUAGE REQUIEREMENTS

  • Ability to speak English clearly, distinctly and cordially with guests.
  • Ability to read and write English in order to understand and interpret written procedures.  This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from guests, supervisors and co-workers.
  • Ability to speak additional languages such as Spanish, French or German preferred.

  • While performing the duties of this job, the shipboard employee is regularly required to stand; walk; use hands to touch, handle, or feel; reach with hands and arms; talk or hear; and taste or smell.  The employee must occasionally/frequently/continually lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • All shipboard employees must be physically able to participate in emergency lifesaving procedures and drills.  Full use and range of arms and legs as well as full visual, verbal and hearing abilities are required to receive and give instructions in the event of an emergency including the lowering of lifeboats.  Ability to lift and/or move up to 50 pounds.

 

WORKING CONDITIONS

•             While performing the duties of this job, the shipboard employee is regularly required to stand; walk; use hands to touch, handle, or feel; reach with hands and arms; talk or hear; and taste or smell. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus

•             Extensive travel from ship to ship with varying accommodations and resting opportunities require good health. Active management of health through diet and exercise is a key for prolonged success in the position

•             All shipboard employees must be physically able to participate in emergency lifesaving procedures and drills. Full use and range of arms and legs as well as full visual, verbal and hearing abilities are required to receive and give instructions in the event of an emergency including the lowering of lifeboats.  The employee must have the ability to lift and/or move up to 50 pounds
